Dear Cottonwood Customer: The Cottonwood Water and Sanitation District Board of Directors has adopted the 2003 Water Conservation Plan effective May 1, 2003 in response to the current drought and as a long term plan for managing Cottonwood’s water supply. The plan is based on promoting reduced water consumption by providing an equitable allocation of the water supply to each of its customers at the District’s standard water rates. This allocation is based upon the volume of water a customer reasonably needs for indoor and irrigation use. Rates then increase substantially for use above a customer’s allocation. Summarized below is the 2003 Water Conservation Plan. The plan features include an indoor use allocation and an irrigation allocation, rebates for the installation of low flow fixtures and an ascending block rate structure, which means that the rate structure rewards conservation and penalizes water waste. Annual In-Home/Commercial Allocation The annual indoor allocation for single family and multi-family homes is based on average historical indoor use. Our analysis indicates that the average per person consumption in Cottonwood is approximately 65 gallons per day. The District’s allocation assumes 3 people per single family home and 2.2 people per multi-family unit, adjusted for current occupancy. We recognize that this allocation is for a typical household. Should your situation differ from the typical, please contact the District and we will work with you to revise your allocation. Commercial water allocations are determined from actual historical water usage for each individual customer. In the future, this allocation may be reduced as areas of waste are identified. The District’s intent is to fairly allocate the amount of water that is needed, but not allocate waste. Annual Irrigation Allocation The annual irrigation allocation is based on providing sufficient water for a healthy lawn. According to Colorado landscape experts, Kentucky bluegrass requires approximately 24 to 30 inches of water annually. Therefore, each single family home will receive an allocation of 54,200 gallons (30 inches) per year. This allocation is based on an average landscaped area of 2,900 square feet and makes no distinction between turf and shrubs. Commercial sites will receive an allocation based on irrigated acreage calculated from site plans and maps from the Town of Parker. The irrigation allocation will be distributed monthly during the irrigation season to account for increased use during the summer months. Again, as with the indoor allocation, if the residential landscaped area can be shown to be greater than the average, the irrigation allocation will be increased. Ascending Block Rate Structure Your bill will be based upon the following charges:
The District will now bill for water and sanitary sewer charges monthly. This is to provide you more frequent information on your water use so that you can better control your use and water bill. Residential Rebate Program The 2003 Residential Rebate Program provides rebates on a first come first serve basis up to a total program amount of $50,000 as follows: $100 Per ultra low volume toilet. You must be replacing a toilet that uses more than 3 gallons per flush to qualify for this program. Limit 3 per household. $125 Per horizontal axis/front loading washer. Limit 1 per household. $ 20 Per low flow shower head. Limit 3 per household. Each customer must provide proof of purchase and evidence of installation prior to receiving the above rebates. Installation is NOT included and is the responsibility of the participant. Remember, the total amount available for the 2003 program is limited to $50,000 on a first come first serve basis. In summary, the 2003 Water Conservation Plan described above is intended to reduce consumption rather than restrict water usage and thus better manage the Cottonwood water supply well into the future.
